| MISSION and GOALS
The Argentine Beef Promotion Institute (IPCVA) is a public non-governmental
institution founded on 11th December 2001, following the passage
of the National Statute Nº25.507 by agreement of all the
beef chain representatives.
Promotion Fund
The IPCVA is funded through the collection of levies paid by
both producers and packers of all the country. It is stated by
statute that producers shall pay a contribution equivalent to
20 hundredth per cent of the bovine head of cattle to be slaughtered
($1,25 Argentine pesos), while packers shall pay 9 hundredth per
cent of said value ($0,55 Argentine pesos), making a total of
$ 1.80 per slaughtered animal.
The IPCVA role in the beef chain
The IPCVA daily improves and consolidates the Argentine beef
products image, taking into account the vast history and tradition
of the country and the prestige Argentina has in worldwide markets.
Furthermore, its sectorial management - production, industry and
government - the transparency in the destination of the funds
and the excellence of its human resources, constitute the core
values the organization pursues facing the challenges of its mission.
A tool for the beef competitiveness
The IPCVA is committed to increase all the beef chain competitiveness
by providing sectorial expertise and information for the decision
making process in business and also contributing to the creation
of improved business environments, both in domestic and foreign
markets.
Goals
- Identify and create demand for Argentine beef products in
domestic and foreign markets.
- Design and develop marketing strategies to improve Argentine
beef products competitiveness overseas.
- Plan and develop promotion strategies to contribute to the
improvement of domestic consumption levels.
- Work to consolidate Argentine beef quality and security, contributing
to the efficiency of productive and industrial processes.
ACT Nº 25.507
The act was enacted in November 2001. It states the IPCVA creation,
goal, mission and attributes.
The Senate and the House of Deputies of the Argentine Nation
assembled in Congress herein enact:
Section 1º: The Instituto de Promoción de la Carne
Vacuna Argentina (Argentine Beef Promotion Institute - IPCVA)
is herein created as a public non-governmental entity.
Goal, mission and attributes
Section 2º - The IPCVA shall promote the increase of domestic
beef consumption and shall foster beef exports, contributing to
the improvement of all the beef chain competitiveness. To fulfill
its goal, the IPCVA shall not commercialize beef either directly
or indirectly.
Section 3º - The IPCVA, through its Board of Representatives,
shall manage the Argentine Beef Promotion Fund herein created,
which shall finance the actions needed to achieve its objectives.
The Board of Representatives shall:
a) Promote and make agreements or associations to develop and
encourage beef exports and domestic beef products and sub-products
consumption;
b) Make studies and research activities meant to communicate the
nutritional advantage beef consumption has in a balanced diet;
c) Organize and participate in media campaigns and domestic and
foreign trade shows to represent the interests of beef producers,
packers and exporters, and beef sub-products as well.
d) Give and organize training courses, organize lectures, congresses,
meetings, seminars and events regarding beef products;
e) Develop technical advice activities for companies, governmental
institutions, foreign agencies and international entities, related
to the beef production, industrialization, commercialization and
consumption, contributing to the interchange of technicians and
experts among institutions.
f) Identify and negotiate local and foreign resources to support
the fulfillment of the IPCVA activities;
g) Give scholarships and incentives aimed to achieve the IPCVA
goals;
h) Develop activities intended to accomplish the best fulfillment
of the goals herein stated.

Structure
The IPCVA functioning areas are Accounting and Administration,
Foreign Promotion, Domestic Promotion, and Communications.
Activities are developed through the following Committees:
- Development, Research and Training,
- Foreign Promotion,
- Agro food Safety and Quality
- Domestic Promotion, and
- Communications
Representatives working on the Committees belong to both the
IPCVA Boards of Representatives and Advisors.
Administration and Accounting Actions
- The collection systems have been reorganized, improving the
administrative relationship of the institution with the SENASA
and the ONCCA.
- The Board of Representatives has approved the hiring of a professional
for the Statistics Area.
